The Anti-Corruption Organization, or ACT, has released its corruption blacklist for the first half of 2026, compiling at least 13 scandals that highlight graft and the weakness of the rule of law in Thailand. ACT Chairman Mana Nimitmongkol stated that just the first six months of this year saw an unprecedented number of major scandals, including bribery in local civil servant exams worth 4.5 billion baht, the TH-Ai Passport project worth 1.6 billion baht, and a gold bribe weighing 246 baht worth 16 million baht involving a member of the National Anti-Corruption Commission. Other cases include a crane collapse on the Rama II expressway that killed two people and injured two others, and the case of MP 888, who holds a senior parliamentary position despite facing charges of online gambling and money laundering. ACT analyzed the weaknesses of Thailand's rule of law through a four-dimensional framework: freedom from corruption, law enforcement, criminal justice process, and checks on state power. It also proposed disclosing procurement data, enhancing regulatory efficiency, and increasing transparency in the judicial process.
