Bernstein analyst Gautam Chhugani reiterated an Outperform rating on Circle stock and set a $140 price target, implying at least 75% upside from current levels. Circle shares are up 23% in the past five days and trading at their highest since mid-June, driven by a bitcoin rally as the Treasury injects liquidity into the bond market. Chhugani cited enduring crypto momentum, a new expansion cycle from macro regime change, real-world blockchain capital markets, stablecoin payments adoption, and a stablecoin-led agentic economy. He argued the growth cycle is independent of the CLARITY Act passing in September, and that either regulatory outcome benefits USDC. Circle's second quarter showed revenue and reserve income of $701.3 million, up 6.6% year over year but below the $712.3 million estimate, while adjusted EBITDA of $143 million beat the $139.6 million consensus and net income swung to $48 million from a loss of $482.1 million a year ago.
