China has unveiled a historic national infrastructure investment plan worth over 26 trillion yuan, or roughly 3.8 trillion dollars, under the Six Networks plan. It covers power grids, water systems, telecommunications, computing, logistics, and underground pipeline networks, with a target completion date of 2030. The goal is to lay the economic foundation for the artificial intelligence era and challenge the United States. This project is part of the latest national economic and social development plan and marks the first time China has consolidated major infrastructure projects under a single plan, rather than developing them sector by sector. CICC estimates the investment value is nearly 50 percent higher than the combined investment in all six sectors under the previous development plan. The government expects to raise funds through multiple channels, primarily government bonds, policy bank loans, public-private partnerships, and business investment. The United States is also accelerating AI infrastructure investment, with major tech companies like Meta, Google, and Amazon announcing plans to spend hundreds of billions of dollars on new data centers.
