Circle Internet Group received final approval from the U.S. Office of the Comptroller of the Currency to establish a national trust bank operating as Circle National Trust. The approval, which follows conditional approval in December 2025, places the bank under direct federal oversight and enables federally regulated fiduciary digital-asset custody, direct institutional custody, and USDC Reserve management. Clear Street analyst Owen Lau called the approval another milestone for Circle and the industry, noting the stock rose about 7% in midday trading despite minimal immediate revenue contribution. Clear Street maintains a Buy rating and a $157 price target on the shares. Separately, US Tiger analyst Bo Pei upgraded Circle Internet to Buy from Hold with a $100 price target, citing over-discounted stablecoin competition concerns.
