Alex Tapscott, CEO of CMCC Global Capital Markets, said the market may be overestimating the chances of the CLARITY Act passing, with current odds around 47% to 50%. The bill could struggle to maintain bipartisan support in the Senate. However, he does not expect a failed bill to automatically trigger a major correction in crypto markets, as broader financial markets have not yet priced in this factor. Tapscott noted that approval could create a bigger upside surprise, comparing it to the GENIUS Act, which after passing drove companies like Coinbase, Circle, and Robinhood up around 25% to 30% within 7 to 14 trading days, while Bitcoin moved less because the market had already anticipated it. He also cited ongoing blockchain adoption that does not depend on legislation, such as Solana processing more transactions than the FX, bond, and equity markets combined, yet with a market cap of only 45 billion US dollars, still low compared to slower-growing public companies. He pointed out that Ethereum and Hyperliquid are building new applications rather than just bringing traditional assets on-chain. Tapscott also believes real-world adoption could eventually break crypto's historical four-year cycle, and if the bill passes, it would encourage companies to invest billions in crypto without fear of regulatory reversals, while also opening the door to tokenized equities and new forms of ownership.
