The Federal Reserve Board proposed a rule that would require a subset of payment stablecoin issuers to implement customer identification programs similar to those of banks and credit unions. The proposal, issued jointly with FinCEN, the OCC, the FDIC, and the NCUA, would direct permitted payment stablecoin issuers to be treated as financial institutions under the Bank Secrecy Act and to identify and verify account holders. The comment period will run for 60 days after publication in the Federal Register. Circle Internet, issuer of the USDC stablecoin, saw its stock fall 2.2% in Thursday morning trading.
