The Florida Attorney General’s Office has launched an antitrust investigation into CVS Health Corporation over alleged anticompetitive practices. Attorney General James Uthmeier issued a Civil Investigative Demand to examine whether CVS leverages its dual ownership of CVS retail pharmacies and the Caremark pharmacy benefit manager to unfairly squeeze out independent competitors and manipulate drug choices for Florida consumers. The probe will scrutinize whether CVS steers patients to its own locations, reimburses affiliated stores more generously, imposes burdensome audits, and enforces restrictive contracts that threaten small businesses. Caremark is one of the three largest pharmacy benefit managers that together handle about 80% of U.S. prescriptions, and CVS Health owns more than 9,000 pharmacies nationwide, including roughly 800 in Florida. The Civil Investigative Demand requires thousands of documents and sworn testimony by July 28, 2026.
