The China-based startup DeepSeek and France-based Mistral also earned F ratings. The Index evaluated nine AI companies across six categories, with Existential Safety receiving the weakest scores across the board. The study concluded that no industry leader has a credible plan to control increasingly autonomous systems, and that leaders racing toward the capability frontier have weakened or voided prior safety commitments.
