IRGC's engineering arm Khatam al-Anbia stands to benefit from sanctions relief and access to reconstruction funds
Iran's Islamic Revolutionary Guard Corps could emerge as a major beneficiary of any sanctions relief granted under a future agreement between Washington and Tehran, according to an exclusive Reuters report citing four senior Iranian sources. The IRGC's extensive presence across key sectors of Iran's economy positions it to capture a significant share of any gains from increased oil exports, foreign investment, and economic reconstruction. The interim agreement announced this week allows waivers for sanctioned Iranian oil sales, while a broader deal under discussion could potentially lift additional sanctions and provide Iran access to a $300 billion reconstruction fund. The IRGC has built a large commercial presence over the years through interests in energy, construction, shipping, telecommunications, logistics, and infrastructure projects, with its engineering arm, Khatam al-Anbia, overseeing hundreds of affiliated companies. Foreign companies could still face compliance risks because the IRGC remains subject to U.S. terrorism-related sanctions, according to legal experts cited in the report.
