The anti-terrorism centers consist of control rooms, water pumps, and other control equipment, which the NRA mandated following the Fukushima Daiichi disaster in March 2011 to address severe sabotage, including targeted aerial attacks. Reactors that fail to complete construction by the deadline will be ordered to shut down, regardless of whether they have been approved for restart.
