Kyivstar and VEON have signed a Memorandum of Understanding with Ukraine's Ministry of Economy to advance digital infrastructure and explore building a sovereign, AI-ready data center in Ukraine. The MOU was signed at the 2026 Ukraine Recovery Conference in Gdańsk, with the proposed facility aimed at keeping critical data processing and storage within the country for sensitive sectors like public administration, financial services, and defense. Kyivstar President Oleksandr Komarov said the company would aim to fund any investment within its existing capital expenditure plans, while VEON CEO Kaan Terzioglu noted the project aligns with the group's AI1440 strategy. The initiative is expected to require long-term investment and partnership between strategic investors and the government, with Kyivstar's participation as one of Ukraine's largest infrastructure investors providing a foundation for scaling AI infrastructure nationally.
