Meta Platforms has agreed to comply with Texas Governor Greg Abbott's stricter data-center standards, removing some regulatory uncertainty as it accelerates one of the largest AI infrastructure buildouts in the market. The directive requires Texas data-center projects to disclose electricity demand, water usage, cooling systems, tax incentives, ownership interests, and on-site generation plans, and to undergo review by the Public Utility Commission of Texas and ERCOT. Meta said it already pays the full costs of energy and water used by its facilities, along with needed grid infrastructure, and has committed more than $550 million to water and wastewater infrastructure in data-center communities. The issue is significant because Meta's AI spending is surging, with second-quarter capital expenditures reaching $31.08 billion and free cash flow falling to just $784 million, while the company expects full-year 2026 capex of $130 billion to $145 billion. Texas is strategically important to that expansion, as Meta is developing an AI-focused data-center campus in El Paso capable of eventually scaling to 1 gigawatt and recently formed a financing venture with BlackRock around the project.
