Meta Platforms Inc.Bipartisan political resistance and state restrictions threaten the data center project.

Meta Platforms' planned data-center campus near El Paso, Texas, with a price tag exceeding $10 billion, is encountering bipartisan political resistance, as lawmakers and Governor Greg Abbott push for stricter restrictions, fewer incentives, and tighter limits on rural development. The state has approved no additional grid hookups since an August 3 audit, and the project, which would deliver one gigawatt of computing capacity with the first phase expected online in 2028, could support more than 4,000 construction jobs and about 300 permanent positions. Meta, whose shares traded at $611.62, spent $31.08 billion on capital expenditures last quarter while generating only $784 million in free cash flow, and the investment represents at least 7.3% of its $137.5 billion annual capital-expenditure midpoint. The company trades 27.78% below its $846.92 GF Value, suggesting potential upside if its AI infrastructure bet succeeds, but the spending pressure and political resistance remain significant hurdles.
