The proposed Carolina Principles support foundational research and commercial AI development, imposing new regulation only when technology creates genuinely new risks, and reject additional international regulatory bodies. This lighter approach could ease pressure on Meta as its 2026 capital-spending forecast surges to between $130 billion and $145 billion. However, the stock trades 31.64% below its $845.92 GF Value estimate, and last quarter Meta spent $31.08 billion on capital projects while generating only $784 million in free cash flow, a nearly 40-to-one gap, underscoring the challenge of converting its AI spending into cash generation.
