NuScale Power is the only developer with a Nuclear Regulatory Commission design certification for its small modular reactors, yet it has not brought any reactor online and faces heavy milestone payments. The company’s first major project with Utah Associated Municipal Power Systems was canceled in 2023 after costs ballooned from $3 billion to $9.3 billion. NuScale is now pursuing a project in Romania and a 6-gigawatt deployment plan with ENTRA1 Energy and the Tennessee Valley Authority, but the ENTRA1 partnership has drawn class-action lawsuits and scrutiny over ENTRA1’s lack of track record. NuScale paid a $495 million milestone payment to ENTRA1 last year and could owe up to $3 billion in total milestone payments under the TVA deal, with no firm commitments yet secured.
