Samsung Electronics and SK Hynix will invest a combined $590 billion alongside the South Korean government to build a sprawling new manufacturing complex aimed at relieving the AI-driven memory chip shortage. The plan, unveiled by President Lee Jae Myung at the Blue House, is part of the government's Three Mega Projects for the Great Leap Forward and includes four new chipmaking plants—two each from Samsung and SK Hynix—costing 800 trillion won, with the goal of doubling South Korea's DRAM production capacity within five years. The investment targets the structural shortage known as RAMageddon, where AI data centers' massive consumption of high-bandwidth memory has pulled ordinary memory out of the global supply pool, causing conventional DRAM contract prices to surge by a forecast 90 to 95 percent in the first quarter of 2026 alone. Apple recently raised prices on MacBooks and iPads to pass on higher memory costs, while SK Hynix, now South Korea's most valuable company, plans a roughly $29.4 billion U.S. listing on Nasdaq. However, most new supply is not expected until 2027 at the earliest, and there are warnings that a future oversupply could emerge if AI memory demand weakens.
