The South Korean government is set to enact a special law within this year to fast-track the establishment of special zones for artificial intelligence and semiconductor investment projects. The legislation will streamline permit applications and environmental impact assessments while accelerating infrastructure development for electricity, water, transportation, housing, and educational facilities. The plan is part of three mega projects announced at the end of June: a semiconductor manufacturing cluster, physical AI technology, and AI data centers. For the chip cluster, Samsung Electronics and SK Hynix are preparing to invest a combined total of up to 800 trillion won in Gwangju and the Honam region. Meanwhile, investment projects in the Chungcheong and Yeongnam regions will begin within this year, valued at 246 trillion won and 107 trillion won respectively. President Lee Jae-myung has ordered the relocation of the Gwangju military airport mission to a temporary site by 2028 to pave the way for developing the area into a semiconductor manufacturing hub.
