Trump administration officials have revealed they are working closely with foreign investors to identify gaps in the US manufacturing supply chain and help small and medium-sized enterprises scale up, amid a surge in foreign investment. During a visit to a Philadelphia shipyard acquired by South Korea's Hanwha Group, Assistant Treasury Secretary Pilkerton and Small Business Administration Administrator Loeffler noted that while import tariffs and deregulation are driving foreign investment, reliable access to parts is essential. Pilkerton said a pilot strategic vendor program aimed at strengthening domestic supply chains has been launched, and Loeffler stated that the Small Business Administration provided about 3 billion dollars to manufacturers in 2025. Hanwha Philly Shipyard CEO Kim announced plans to invest 5 billion dollars over the next few years and increase employment from the current roughly 2,000 to 10,000.
