Four major US textile and apparel trade groups jointly proposed a trade incentive program to the Office of the United States Trade Representative. The National Council of Textile Organizations, American Apparel & Footwear Association, United States Fashion Industry Association, and the U.S. Industrial and Narrow Fabrics Institute crafted a framework that would allow brands and retailers to earn tariff credits when purchasing US-made textiles and qualified apparel from Western Hemisphere free trade agreement partners. These credits could offset Section 301 tariffs on imports from targeted countries in the Americas, with an average credit of 20 percent of declared customs value for qualifying goods, and enhanced credits for products using US-made yarn or fabric. The groups estimate the initiative could create 56,000 new US jobs and potentially double US textile exports to Western Hemisphere partners to $29 billion annually.
