Offshore wind faces continued headwinds as BP withdraws; government expands support to retain developers

It has emerged that British oil major BP is considering withdrawing from the consortium selected as the developer for the offshore wind project off the coast of Yuza Town in Yamagata Prefecture. The move comes against a backdrop of soaring construction costs driven by global inflation. The project is expected to continue with the remaining partners, including Marubeni, Kansai Electric Power, and Tokyo Gas, but developers in other sea areas are voicing concerns about a potential domino effect of withdrawals from consortia. In its Strategic Energy Plan released in February last year, the government set a target of raising the share of wind power in the electricity mix to around 4 to 8 percent by fiscal 2040. However, headwinds persist, as a consortium led by Mitsubishi Corporation withdrew from three sea areas off Chiba and Akita prefectures, citing rising costs. The Ministry of Economy, Trade and Industry is stepping up financial support, including expanding participation in the long-term decarbonization power source auction and raising the ceiling on revenue guarantees, in an effort to retain developers.
