Coinbase shares jumped 7.4% in morning trading as investors bid crypto names on fresh optimism around the Digital Asset Market Clarity Act, with bitcoin also higher at about $71,936, up roughly 2% over 24 hours. Senate Banking Chair Tim Scott, speaking at SALT in Jackson Hole, told CoinDesk the bill has a "really good shot" in September and that "the only question is how do we get it to the finish line, and when." White House crypto adviser Patrick Witt called talks an "A-B" setup where a grand bargain is possible, with the Senate's test a Sept. 15 procedural cloture vote on whether to even debate the bill. For Coinbase, a durable market-structure law would lock in which tokens are SEC vs. CFTC products and how exchanges, custody, and staking are licensed, making it harder for a future administration to unwind. Coinbase is down 27.4% since the beginning of the year, and at $171.62 per share, it is trading 55.7% below its 52-week high of $387.27 from October 2025.
