B.Grimm Power Public Company LimitedERC freezes Ft rate at lowest option, constraining cost pass-through for SPPs like BGRIM despite rising gas costs.
The Energy Regulatory Commission announced it will freeze the variable electricity charge for the September to December 2026 period at 16.23 satang per unit, unchanged from the current period, keeping the total electricity tariff at 3.95 baht per unit. This Ft rate is the lowest of three previously proposed options, comprising a cost-reflective Ft of 41.27 satang per unit and a discount of 25.04 satang per unit, funded by drawing around 16 billion baht from a new tranche of surplus benefit recovery. Meanwhile, the Electricity Generating Authority of Thailand continues to shoulder accumulated outstanding costs of approximately 31 billion baht on behalf of the public. Research analysts view this as negative for small power producer operators, as the natural gas price used in calculations has risen by about 4.6 percent to 363.5 baht per million BTU, but the cost pass-through mechanism remains constrained by the tariff freeze through subsidies. BGRIM is expected to be the most affected, followed by GPSC, while large independent power producers such as GULF, EGCO, and RATCH face limited impact due to contract structures that allow cost pass-through to the government.
