Galaxy Digital has sharply lowered the probability that the CLARITY Act, a US crypto market structure bill, will be passed within 2026, from 50% to 10%. The firm's head of firmwide research, Alex Thorn, disclosed this in a post on X on August 15. Thorn pointed out that multiple political issues remain unresolved, including ethics rules for government officials regarding crypto assets and pressure from banks. Furthermore, the US Senate reconvenes on September 14, but only two to three weeks remain before the October 2 recess for midterm election campaigning, making it extremely difficult to secure the time needed for passage unless deliberations begin immediately after reconvening. The CLARITY Act aims to establish comprehensive rules for the digital asset market in the United States. When it passed the Senate Banking Committee with bipartisan support in May, Galaxy Digital had estimated a 75% chance of enactment within the year, but due to stalled discussions and schedule pressure, it made gradual downward revisions to 60% on June 6 and 50% on June 26. With clear US rulemaking receding, an opaque business environment will likely persist for the crypto asset industry as a whole for the time being. In response to the bill's stagnation, the US Securities and Exchange Commission and the Commodity Futures Trading Commission are showing moves to advance their own regulations.
