NioCorp Developments stock jumped 12% at the open and remained 10.7% higher after CEO Mark Smith said on CNBC that trade agreements on critical minerals with Japan, the EU, and Mexico could be announced 'literally any day.' The 180-day deadline set by President Trump's Section 232 proclamation to reduce reliance on China for processed critical minerals has ended, and Smith noted that any resulting price floor would enhance financing and returns for the company's Elk Creek Project. NioCorp is assessing the production of magnetic rare-earth elements from that project.
