Oracle CorporationPipeline denial threatens power supply for Project Jupiter data center, delaying availability and adding costs.

Oracle shares fell about 3.5% to a fresh 52-week low near $122 after New Mexico's land commissioner denied a natural gas pipeline right-of-way for the second time, threatening the power supply for the company's Project Jupiter data center. The 2.5-gigawatt campus in Doña Ana County is part of the $500 billion Stargate AI infrastructure initiative with OpenAI, and the pipeline denial could delay power availability from 2027 to 2029, adding billions in costs. CLSA initiated coverage with a Hold rating and a $145 price target, estimating Oracle may need up to $500 billion in capital through 2030 to fund its AI roadmap, with internal cash flow covering only about a fifth. Oracle's debt load has pushed its credit rating to BBB-, one notch above junk, and negative free cash flow tied to heavy capex is adding to investor concerns. The company reported fiscal fourth-quarter revenue up 21% to about $19 billion and record remaining performance obligations of $638 billion, but the pipeline setback highlights the execution risks in its AI buildout.
