The U.S. Senate will hold a cloture vote on the Clarity Act on Sept. 15, the day after senators return from August recess, with Coinbase CEO Brian Armstrong predicting the crypto legislation will pass. The cloture vote would end debate and filibuster, requiring 60 votes to proceed, the same threshold needed for final passage, and would be a strong indicator of the bill's prospects. Armstrong told CNBC that Senate Majority Leader John Thune would not have scheduled the vote unless he believed it would pass, and he expects more than 60 votes, though Kalshi bettors put the odds at just 22%. The Clarity Act would give the Commodity Futures Trading Commission exclusive jurisdiction over spot markets of digital commodities and includes provisions on stablecoin rewards, but Democrats have sought additional ethics provisions and banking groups have raised concerns, leaving the outcome uncertain.
