Civil lawsuits and criminal complaints filed against five online oripa operators, also reported to the Consumer Affairs Agency

Over online card lotteries known as "online oripa," the law firm Hibiki has reported multiple operators to the Consumer Affairs Agency for alleged problems under the Act on Specified Commercial Transactions, and the matter has widened to include civil lawsuits and criminal complaints against five major companies. The firm says the amounts of damages are commonly several million yen per person, reaching tens of millions of yen and in some cases hundreds of millions of yen. Oripa are online versions of unofficial custom packs that card shops and operators assemble on their own from trading cards such as Pokemon cards and Yu-Gi-Oh! cards; users buy points or coins to draw in a lottery and can either receive the physical card they win or convert it back into points to draw again. The screen displays payout rates, winning probabilities, and the number of remaining slots, but ordinary users have no way to verify whether the displayed content matches the actual system settings, and no specialized mechanism for continuously checking the fairness of the draws has been sufficiently established. Such paid lottery services on smartphones have expanded beyond trading cards to figures, cosmetics, sneakers, luxury watches, gourmet food, and more; in February 2026 FamilyMart launched Famima Online Kuji, in June the Maruhan Group launched a 777-yen-per-draw Nojin Kuji, and in July Drecom launched Kurukuji.
