WRAP Technologies announced the completion of a new law enforcement doctrine and training methodology designed to operationalize de-escalation using the BolaWrap 150, an ATF-classified instrument of restraint that is neither a firearm nor a weapon. The curriculum has been submitted for independent validation in preparation for applying for California Peace Officer Standards and Training (POST) certification, a step the company believes will reduce adoption barriers and create a recurring training layer through its Wrap Tactics learning management system. WRAP's doctrine addresses the gap between verbal de-escalation and weapons-based force, particularly in mental health and crisis intervention encounters, and aims to establish a repeatable national model starting with California. Wrap Technologies reported a narrower second-quarter 2026 net loss of 4 cents per share, compared with a loss of 7 cents per share a year earlier, as revenues more than doubled to $2.1 million. Product sales climbed to $1.7 million from $0.01 million, while technology-enabled services revenues declined to $0.3 million from $1 million. Net loss narrowed to $2.3 million from $3.7 million, and gross margin expanded to 75.3% from 48.1%. Wrap Technologies has acquired exclusive U.S. and NATO distribution rights to AI-sensing technology from Frenel Imaging that can detect drones even after they stop transmitting signals. The company plans to use the technology as the foundation of WrapShield, its counter-unmanned aircraft system and autonomous public-safety platform. Counter-drone operations are expected to be the initial application, with potential expansion into broader security markets.

Wrap Technologies announced that the Bureau of Alcohol, Tobacco, Firearms and Explosives has issued Ruling 2026-2, classifying the BolaWrap 150 as an instrument of restraint rather than a firearm or weapon under the Gun Control Act and the National Firearms Act. The ruling strengthens the company's position in the global public-safety space amid growing demand for non-lethal tools that give officers options earlier in encounters, following the Supreme Court's 2025 decision in Barnes v. Felix requiring full-context evaluation of use-of-force decisions. The BolaWrap 150 deploys a multisensory distraction and non-lethal restraint without pain compliance, and is used by more than 1,000 agencies across the United States and in 60 additional countries.

The University of Maryland, Baltimore County Police Department has purchased BolaWrap devices and non-lethal response training from Wrap Technologies as part of an initial deployment of non-lethal capabilities for campus safety and security. Lt. Col. Ed McDermott of UMBC stated that BolaWrap provides a non-lethal capability that may help officers intervene earlier, reduce escalation, and create opportunities for safer resolutions. WRAP President Jared Novick noted that UMBC public safety officers will learn proper deployment, policy alignment, and scenario-based application of the BolaWrap device as part of a complete non-lethal system. The deployment supports UMBC’s commitment to maintaining a safe and welcoming environment, and WRAP believes it may further demonstrate the relevance of its Non-Lethal Response ecosystem beyond traditional municipal law enforcement into adjacent markets such as universities and healthcare systems.
