オーストラリア議会は20日、国内メディアとプラットフォーム上のニュース利用を巡る商業契約を締結しない巨大IT企業に、数百万ドルの賦課金を課す法案を可決した。ニュース交渉促進制度は、対象企業がメディア各社と契約を結ばない場合、広告収入の2.5%を賦課金として徴収し、その収入は豪州の報道機関に配分される。対象はメタ、アルファベット傘下のグーグル、ティックトック、マイクロソフト傘下のリンクトインで、オーストラリアで相当規模のSNSまたは検索サービスを展開し、国内の広告収入が2億5000万豪ドル(1億7800万米ドル)を超える企業に適用される。プラットフォーム運営企業は、決算期末までに少なくとも8社の異なる報道機関と契約を結べば、支払額に応じて賦課金の減額を受けられ、大手報道機関との契約では支出額の1.5倍、中小報道機関との契約では2倍に相当する額を賦課金から控除できる。ただし、報道機関1社との契約で差し引ける額は賦課金総額の25%を上限とし、契約はニュースコンテンツの制作支援か、報道機関が制作したニュースコンテンツのプラットフォーム上での提供を内容とする必要がある。
