Crypto card spending has topped $1 billion as stablecoins move into everyday purchases, with tracked card volume more than tripling in a year. Tether's Bitcoin mining expansion plan in Uruguay collapses amid dispute over power supply

Tether's planned Bitcoin mining expansion in Uruguay has collapsed amid a dispute over power supply with the state-owned utility UTE. According to an investigative report by Reuters, the project was estimated at around 120 million dollars across two mining facilities in Florida department, and was positioned as a foothold for expanding operations across South America. A conflict emerged by November 2024 between Tether's local entity Microfin and UTE over whether the contracted power supply amount should be interpreted as a minimum or a maximum. After a power shortage occurred, Microfin stopped paying electricity bills, notified termination of the contract in June 2025, and UTE cut off power supply on July 25 of that year. The unpaid electricity bills were settled in December of that year.

Bitkub has announced an expansion of its partnership with Tether, building on the success of 2023 and 2025, to provide blockchain, Bitcoin, and stablecoin education to Thai people nationwide. The collaboration covers both Bitkub Exchange and Bitkub Academy, which from 2025 to early 2026 organized several events and seminars, including BITKUB SUMMIT 2025, Bitkub Insights Onstage, Learn to Earn sessions on USDT and XAUT, and training for Walailak University. Tether passes KPMG audit, receives first clean opinion

Tether, the issuer of the USDT stablecoin, disclosed that KPMG U.S. issued an unqualified opinion on the 2025 financial statements of Tether International, S.A. de C.V., marking the company's first full independent financial statement audit. An unqualified opinion is the most positive form of opinion an independent auditor can issue, with no reservations, exceptions, or limitations under AICPA standards for the year ended December 31, 2025. Simon McWilliams, Tether's chief financial officer, said the audited financial statements show Tether's reserves exceeded its liabilities by 6.8 billion dollars at the end of 2025. KPMG checked transactions, systems, ownership records, valuations, counterparties, and underlying evidence, including physically counting and inspecting every gold bar held. The audit came after Tether announced in March that it had appointed a Big Four accounting firm without naming it, which the Financial Times reported at the time was KPMG. Tether also hired PwC to help prepare its internal systems for the audit.

Russia's central bank proposes allowing Bitcoin, Ether, Tether trading on official exchanges

Russia's central bank has proposed allowing Bitcoin, Ether, and Tether to be traded on official Russian exchanges. The Bank of Russia published draft rules on Tuesday, following legislation signed by President Vladimir Putin that legalized cryptocurrency trading. Under the proposed framework, both retail and professional investors would have to pass a test before trading these cryptocurrencies from September 1, with retail investors facing an annual purchase limit of 300,000 rubles through each regulated intermediary. Accredited investors would face no purchase limits and could buy any cryptocurrency on exchange and over-the-counter markets. The central bank selected Bitcoin, Ether, and Tether due to their price history, liquidity, and market capitalization, and the proposals are open for public feedback until August 24.

Quantus Founder Warns First Quantum Crypto Hack Will Leave No Trace

Christopher Smith, founder of Quantus Network, warns that the first quantum attack on cryptocurrencies could occur without any trace of a breach, making it extremely difficult to detect. A sufficiently powerful quantum computer could compute private keys from public keys visible on the blockchain without needing to penetrate the internal systems of wallets or exchanges. Smith estimates a 50-50 chance of this happening by 2028, while researchers at Blockchain Capital view the early 2030s as almost certain. The first target may not be Satoshi Nakamoto's Bitcoin, but rather Tether's token minting keys or exchange hot wallets, which would trigger fewer alarms. Advances in quantum algorithms and AI are accelerating the timeline for transitioning to a post-quantum era, with Google projecting this by 2029.

Saudi Arabia is exploring tokenization as part of its Vision 2030 economic diversification strategy, while Citigroup analysts forecast the tokenized securities market could reach $5.5 trillion by 2030.

Stablecoins could bypass countries' capital controls, BIS says

The Bank for International Settlements has released research showing that dollar-pegged stablecoins are creating a new form of digital dollarisation in emerging markets that is largely unaffected by capital controls. An analysis of foreign currency deposits and dollar-pegged stablecoin inflows across more than 130 economies found that while both tend to rise during periods of macroeconomic stress, stablecoin inflows, unlike traditional bank deposits, showed little response to capital controls or foreign exchange regulations. The BIS explained that this is because stablecoins partly circulate outside the regulatory perimeter, and warned that in a tokenised financial system, rules designed for conventional banks and foreign currency deposits may become less effective. As adoption grows, policymakers may need new tools to maintain financial stability. The global stablecoin market capitalisation stands at roughly 309.7 billion dollars, up sharply from about 260 billion dollars a year earlier, with Tether and USD Coin accounting for more than 80 percent of the total.

US regulators miss GENIUS Act stablecoin rule deadline

US regulators missed the one-year deadline to finalize stablecoin rules under the GENIUS Act, leaving major issuers like Tether and Circle without the regulatory clarity the law was meant to provide. Treasury, the OCC, the Federal Reserve, the FDIC, and the NCUA all failed to submit final regulations for implementation. Tether, the world’s largest stablecoin issuer, remains in a legislative and regulatory gray zone as it considers launching a compliant stablecoin in the United States. The delay compounds confusion on Capitol Hill, where the pending Clarity Act is expected to address unintended loopholes in the GENIUS Act that currently allow exchanges like Coinbase to offer stablecoin yield while issuers cannot.

IMF warns dollar stablecoins amplify run risk in fixed exchange rate countries

The International Monetary Fund published a working paper on July 10 warning that dollar-denominated stablecoins could amplify runs during currency crises in countries with fixed or managed exchange rate regimes. The paper's author, economist Brandon Joel Tan, notes that while stablecoins help access dollars when banks and official exchange channels cannot meet demand, they may trigger selling of the domestic currency when the gap between the official rate and the market rate widens significantly. Model estimates show that the probability of a crisis rises from an average of 3.9 percent in a cash-only economy to 7.4 percent in an economy where stablecoins are widely adopted, and the impact on people's welfare turns negative once the gap exceeds a certain threshold, falling as much as minus 6.3 percent. As a real-world example, in Bolivia, which lifted its ban on crypto asset trading in 2024, Tether-denominated prices have become entrenched as a reference rate in the parallel market.

Bolivia reportedly considering adding USDT to its payment system

Bolivia's Minister of Economy and Public Finance, José Gabriel Espinosa, has said the country is exploring the possibility of integrating the stablecoin Tether into its domestic payment system. At a press conference on July 10, Espinosa noted that clear regulations are still lacking even after the ban on crypto asset trading was lifted, and explained that the goal is to bring the use of USDT to a more formal level. Amid a shortage of foreign currency, the use of USDT has surged in Bolivia since 2024, and if realized, this would become one of the most significant stablecoin adoption cases in Latin America. However, he cautioned that the country was added to the Financial Action Task Force's grey list in 2025, and a full-scale rollout would require a strict regulatory framework including anti-money laundering measures.

Bank of Thailand Tightens Stablecoin Monitoring in Crackdown on Grey Money

On the other hand, crypto assets are not recognized as legal tender, financial institutions face strict regulations, and challenges such as fraud, price volatility, and a lack of financial education remain.

Revolut to Phase Out USDT Handling in Line with MiCA Transition

European fintech major Revolut has notified customers that it will gradually phase out handling of the stablecoin USDT. New purchases will be possible until July 6, but deposits will no longer be accepted after July 30, and sales or withdrawals to external wallets will be allowed until August 31. After that, any USDT balances remaining in accounts will be automatically converted to fiat currency at market rates. Revolut explained the reason as regulatory and risk considerations, and the move is seen against the backdrop of restrictions on offering stablecoins from unlicensed issuers under the MiCA license the company obtained from the Cyprus Securities and Exchange Commission in November 2025. Tether's CEO has criticized the MiCA regulations, and USDT has a market capitalization of 184 billion dollars, ranking third among all crypto assets, while rival USD Coin stands at 73 billion dollars, ranking fifth. Major exchanges Binance, Kraken, and Coinbase have already been ending USDT handling in Europe sequentially since 2024, and Revolut's decision follows this trend. Japanese exchanges do not handle USDT, and due to the lack of a framework under the amended Payment Services Act, the direct impact is low, but it draws attention as part of a global trend toward tighter regulation.

Fed’s new stablecoin rules could make Circle the biggest winner

The Federal Reserve proposed new rules in mid-June requiring stablecoin issuers to verify customer identities before opening accounts or redeeming tokens, applying bank-style anti-money laundering standards. The tighter restrictions could strengthen Circle, issuer of USD Coin, by widening its regulatory moat against competitors like Tether, which is issued by Hong Kong-based iFinex and backed by an opaque mix of assets. Circle promotes USD Coin as a tightly regulated, US-centric stablecoin firmly backed by dollars and Treasuries, and the Fed’s proposal would make it even harder for Tether to challenge USD Coin in the U.S. market. Circle’s application for a U.S. bank charter was conditionally approved last December, and a clearer regulatory framework could support its evolution into a federally chartered bank. Analysts expect Circle’s revenue to nearly double from 2025 to 2028, with adjusted EBITDA more than doubling, and the company currently has an enterprise value of $15.9 billion.
